Saudi Arabia issues major update to social media rules for businesses

Saudi Arabia’s General Authority of Media Regulation has issued new rules governing the use of social media platforms, establishing detailed restrictions on what content can be produced and shared.

The regulations are positioned to affect both individual influencers and businesses that use digital platforms for promotion, communication or brand positioning.

The updated framework prohibits the use of inappropriate language in digital content.

Appearance is also covered within the regulations. Content creators and businesses are required to adhere to modest clothing guidelines, avoiding attire that exposes the body, is tight-fitting, transparent, or otherwise considered in conflict with prevailing social values.

Creators are also barred from promoting wealth or luxury by showcasing expensive cars, money, or extravagant lifestyles.

In addition, publishing inaccurate information or misleading claims – whether in advertising, influencer promotions, or general commentary – falls under the category of misinformation and is not permitted.

This applies not only to personal influencers but also to any business campaigns using models, ambassadors, or staff in public media.

Filming or featuring children and domestic workers in lifestyle or promotional content is specifically prohibited, even when portrayed positively.

Content that is inconsistent with Saudi national identity or considered offensive to social or national values is not permitted. This includes both the choice of language and the overall message conveyed.

Broader scope of the regulations

Beyond business-related content, the rules extend to prevent bullying, harassment, or mocking of individuals on social platforms. They also prohibit blackmail, exploitation of children and the spread of misinformation or rumours through media channels.

The rules explicitly prohibit content that could be seen as fuelling division within society. This includes any posts or campaigns that reference or promote tribal, regional, or sectarian affiliations in a way that may encourage bias or conflict.

Messaging that highlights lineage or regional identity for the purpose of superiority is also restricted.

Likewise, exposing private family disputes, personal matters, or conflicts is considered a violation.

Authorities have stated that penalties will apply to individuals or organisations that breach these regulations, though details on fines or sanctions have not yet been released.
